Barcaldine Renewable Energy Zone

Discussions leading to the concept of the Barcaldine Renewable Industrial Zone (BREZ) began in early 2017 when the seven Mayors of the Central West Remote Area Development & Planning Board (RAPAD) approached Sunshot Industries for advice on the potential for new industries to expand employment and incomes using the region’s renewable resources.

Company Chair, Professor Ross Garnaut, visited the region four times over the next three years and met with the regional mayors on two occasions in Brisbane.

In identifying several promising industrial projects, it was decided to initially focus on development of one industrial zone. Barcaldine had the best prospects because it was the centre of east-west and north-south road networks; was on the east-west railway; had a substantial and active airport; was the centre of the central west power network and hosted the Ergon network centre with gas pipeline connection; was on the main NBN link from Darwin to eastern Australia; and shared the region’s excellent solar energy resource and had opportunities for biomass and wind energy generation. Barcaldine has the best solar resource amongst all locations in eastern Australia with a substantial connection to the National Electricity Market’s main grid. It was decided that success in one location would show the way to others and be followed by efforts to develop industrial zones in
other shires.

WQAC Housing Solutions Study Report

Similar to other infrastructure deficits in Western Queensland (such as roads, water and digital communications), the availability and diversity of quality housing stock is a key barrier to growing the economic and social potential of Western Queensland. In turn, this situation also constrains the growth potential of the State and Nation which relies on the productivity of regions such as Western Queensland to generate wealth for re-distribution.

In an effort to understand and quantify the apparent market failure in housing throughout Western Queensland, the Western Queensland Alliance of Councils (a collaborative partnership between the North West Queensland Regional Organisation of Councils (NWQROC), the Remote Area Planning and Development Board (RAPAD) and the South West Queensland Regional Organisation of Councils (SWQROC)) have invested in and worked jointly with the Regional Australia Institute (RAI) to produce this Report.

In doing so, we acknowledge that the housing challenges facing communities in Western Queensland are multifaceted and will require the collective efforts of all levels of government and the private sector if enduring and tangible solutions are to be achieved.

This Report represents the first step on behalf of the WQAC to understanding the issues, documenting them, and identifying potential solutions – for which we invite further analysis and suggestions on the way forward.

Stafford Strategy (Stafford) was commissioned by the Central Western Queensland Remote Area Planning and Development Board (RAPAD) to complete an update to the tourism data model it created for the Central West Queensland (CWQ) region in 2020. The project was originally requested to support the diversification of CWQ’s economy through strengthening the tourism sector and building economic resilience in its communities.

The update has been requested in light of COVID-19 and the significant impacts it has had on the Australian tourism economy. This report will need to be updated in 12 months time to ensure data remains relevant to all LGAs (councils and industry operators) and for RAPAD.

Regional Planning Interests Act – Lake Eyre Basin

In 2020 the Queensland Government sought RAPAD’s response to proposed changes to the Regional Planning Interests Act 2014 specifically regarding Lake Eyre Basin.

Key points include;

In relation to specific proposed changes:

1. RAPAD does not support the expansion of the Strategic Environmental Area (SEA) to cover the Georgina, Diamantina and Cooper catchments.

2. RAPAD is open to discussion on widening the attributes. In principle we accept that activities that impact negatively on beneficial flooding and natural flows for example are unacceptable.

3.  RAPAD believes all high impact activities are in need of strong regulation in sensitive areas.

State Budget Submission 2020

Working as part of the Western Queensland Alliance of Councils, RAPAD advocated for the region ahead of the 2020 Queensland Budget.

As part of the 2020/21 Queensland State Budget, the Western Queensland Alliance of Councils respectively requests the State Government:

1. Reverse the long-term trend of declining funding allocations to the North West District, Central West District and South West District of the Department of Transport and Main Roads (TMR) under the Queensland Transport and Roads Investment Program (QTRIP).

2.  We are asking for the TIDS allocations to the North West, Outback and South West RRTGs to immediately be increased by 25 percent (from existing 2019/20 allocations) until 2021/22 and then increased by 50 percent in 2022/23 and 2023/24

3.  Immediately review the current TIDS Policy to re-adjust the current 50/50 matching component acknowledging the constrained budgets of Western Queensland Councils.

Place-value economic development in remote Queensland

This Research Paper undertakes two case studies to explore different conceptions of partnerships, collaboration and cooperation in reference to the application of two policy tools – loans and grant funding – in very remote area development.

The setting of the case studies is the RAPAD region of Central West Queensland. The case studies are focused on the construction of exclusion fences as the essential element of the ‘Bring back the sheep’ economic development strategy. Wild dogs are pest animals and exclusion fences are an important tool in wild dog management. Exclusion fences are infrastructure that benefits landholders, communities and the government in the context of pest management.

The case studies are:
1. The loan-based Longreach Wild Dog Exclusion Fence Scheme (LES) and
2. The RAPAD Cluster Fencing Grant Scheme (RAPADCS).

Tourism Futures Action Plan

This 2019-2020 action plan for tourism in the entire RAPAD region sets out priority actions to further develop and grow the sector.

It is informed by the Tourism Futures White Paper and February 2019 workshop hosted by RAPAD that involved industry, community and government.

RAPAD has proudly led the Central West Queensland region in planning, prioritising and identifying opportunities to realise our untapped tourism potential. Through the robust input of industry, key stakeholders and regional leaders during the 2018 Tourism Futures Forum and other consultation, a number of key opportunities have been identified and progressed.
This Action Plan follows through on the Tourism Futures White Paper and outlines how, through collaborative partnerships with industry and the

community, we can leverage our existing tourism assets, investment and skills to make the most of the opportunities that lie ahead of us.
By implementing this Action Plan and committing to revising and renewing it as we achieve each milestone, together we will enable the RAPAD region to become the prosperous, globally recognised, authentic outback tourism destination we all believe it to be.

Queensland Feral Pest Initiative Round Two Report

The report outlines the methodology and results from the second round of funding under the Queensland Feral Pest Initiative for cluster fencing.

In late February 2017 the RAPAD Board unanimously supported the recommendations of the independent technical committee, and approved funding to seven clusters across the Central and North West designated priority one areas. The seven successful clusters are Way out West, Barcoo South, Southern Dangaraga Road, Arrilalah, Stamford, Strathdarr and Wild Horse.

This funding will complement that received in Round 1. As per the original funding goals, this project’s long term goal is for the project to be the catalyst for achieving significant improvement in profitability of regional businesses (both rural and non-rural) through the demonstration of the economic, social and environmental benefit of cluster fencing.

For the RAPAD region this funding is about more than just a fence, it is about:

    • empowering people and giving them back control of their time, finances and wellbeing;
    • delivering regional prosperity through reduced credit problems;
    • growing employment opportunities and full sporting teams; and
    • enabling people to become better equipped to manage total grazing pressure andwithstand future drought events.

Outback Aerodrone Symposium 2018 Report

In August 2018 RAPAD held the first Outback Aerodrone Symposium in Barcaldine. The event introduced the region to the drone industry and the region to the potential of drone technology.

This report is an overview of the Outback Aerodrone Symposium in 2018.

This symposium was conducted for a range of reasons given the dynamic pace at which drones are entering the everyday workplace.

A key reason was to build capacity for our region and to provide information to the agriculture and local government sectors on integration of drones, through demonstrations and presentations from industry leaders.

Another significant reason for the symposium was the promotion of CWQ as a drone testing site which links with the RAPAd Strategic Plan, the digital Strategy and ARiP Projects and other initiatives

RAPAD Drought Program Review Submission

In 2018 the entire RAPAD region had been drought declared for four years, we responded to the State Government’s review of the Drought Program.

RAPAD encourages the Government to investigate a broad range of support mechanisms to minimise the impact of this current drought and ensure our communities are better prepared for future drought events. As we know droughts are not new however new thinking is required. RAPAD has recommended a series of strategic programs outlined below:

1. Responding to the economic and personal costs of drought;

2. Protecting the rural economy;

3. Focussing on a renewable energy future;

4. Restoration of Zone Tax Rebate Scheme;

5. Water reform across the region;

6. The continuation of the Advance Queensland program or a similar program;

7. Supporting the continued roll out of fibre optic telecommunications backhaul, mobile phone blackspots program and point-to-point radio connectivity;

8. Growing tourism to diversify the economy;

9. Continuation of the Western Roads Upgrade Program; and

10. Help councils manage community assets and maintain workforces.

Entrepreneur In Residence

RAPAD engaged an Entrepreneur in Residence for one year across 2017 – 2018.

RAPAD identified in early 2016 entrepreneurial and innovation skills were important to Central West Qld to ensure the region was not left behind.

In May 2017 an Entrepreneur in Residence was appointed to work in the region to engage & support emerging and existing business within Central Western Queensland.

This enabled one-on-one help for individuals and businesses to gain an outside perspective, learn new skills and further develop their businesses.

Mental Health Report: Reasons for Optimism

The Central West Mental Health Roundtable is a collaboration between us, the Western Queensland Primary Health Network and the Rural Financial Counseling Service North Queensland.

In 2018, the Roundtable sought to better understand what is happening ‘on the ground’, enable greater advocacy across provider networks, and examine opportunities to improve access and service linkage and integration

The Roundtable highlighted the significant work already being done in the Central West, with participants sharing a plethora of examples that are working well through a passionate, motivated and skilled assortment of individuals and organisations established in the region.

Funding arrangements for mental health are complex and dispersed across Commonwealth and State governments agencies, as well and philanthropic contributions. Further to this complexity is the clinical governance requirements of multiple organisations, program guidelines and recruitment and retention challenges.

The Roundtable discussions highlighted the importance of collaboration, exercising organisational agility and flexibility and create a ‘team approach’ through better integration and advocacy.

Financial Vulnerability Report 2018

In 2018 AEC Group Ltd conducted an assessment of the financial vulnerability of Queensland rural and remote councils on behalf of RAPAD, North West Regional Organisation of Councils and SWRED.

The following key issues exist that potentially threaten the ongoing financial sustainability of North West, Central West and South West Queensland Councils:

• Limited own source revenue and a rate base spread across large geographic areas.

• Substantial declines in their populations over the past five years, meaning less residents now exist to share the rate and cost burden.

• Considerably higher capital and operating costs given distances to markets for labour, goods and services.

• Very high level of capital investment required per head of population that must be financed, renewed and maintained.

• Ageing infrastructure requiring large renewal investments in the short to medium term.

• Volatility of operating grants and some historic grant funding decisions that significantly impacted the ability to provide infrastructure and services to local communities. The limited rate base of most Councils means that own source revenue cannot replace any loss in external funding.

• Adverse weather conditions.

Delivered by the external consulting firm GWI, the central west Queensland tourism futures white paper was released in 2018 and sets out to identify industry opportunities.

The Central West of region Queensland is an area of outstanding natural beauty with charismatic communities and enormous potential. The region has evolved many times over its amazing history and is now ideally placed to continue that transformation journey.

With a greater increase in experienced based authentic tourism, the region offers an unparalleled prospect for domestic and international, leisure and business visitors alike.

To grasp this growth opportunity, the region must act as a collective. It must be willing to embrace the changes needed, to adopt digital ways of working and to invest.

Westech Innovation Space and Technology Precinct

In 2017 RAPAD created the Innovation Space and Technology Precinct at Westech Field Days in Barcaldine.

The precinct, a first for the event and the central west, saw a coming together of leading business and technology minds and entrepreneurs all in the one place, all at the one time and all with the same purpose, to help ideas flourish through connectivity. 15 people pre-registered for the free Entrepreneur Matching Program with over 30 more participating in one on one mentor moment’s as part of the break out sessions.

The precinct:

  • created an environment where regional businesses, communities and councilscould be inspired, mentored and connected;
  • Grew an encouraged an entrepreneurial culture;
  • Supported local entrepreneurial and technical talent to stay local;
  • Enabled access to mentors so those creative, positive and determined people across the region could collaborate with others and grow their ideas; and
  • Branded the RAPAD region as having an innovative and entrepreneurial culture and as a place of vitality where business can thrive.

Far West Tourism Development Action Plan 2014-16

This action plan was developed with the support and assistance of the Queensland Government to better highlight opportunities for tourism growth in the far western part of the RAPAD region.

Opportunities to align new tourism development with existing regional tourism priorities were identified.

The majority of this project work focused on the Far West regions with some ongoing trade distribution work for Central West supporting the work initiated in the CWOQTA Tourism Development Action Plan. The primary goal for the project and subsequent actions is to ensure repeat visitation, attract new markets and extend length of stay through continual development and promotion of the drive and touring experience.

Funds were used to undertake phone and on site consultations with representatives of Boulia, Barcoo and Diamantina Shires

RAPAD Mobile Coverage Report – 2014

The rapid development of new technologies and faster connection options has resulted in regional and rural areas of Australia being on the wrong side of the ‘Digital Divide’.

RAPAD commissioned this report in 2014 to collect base data to help advocate and lobby for improved services.

Mobile phone and broadband services continue to be the major growth area of the Australian telecommunications market. Mobile use of the internet for business and personal use is a major influence in this growth.

At the time Australia’s population had reached 22.8 million (30 June 20111) there were 29.28 million mobile services (voice and data). Telstra reported recently that 4G data use for Australians was doubling every 4 months and the number of 4G customers had doubled in 6 months.

This is significant for all areas of Australia as the rapid growth is forecast to continue creating a digital divide for those areas where mobile connectivity is reduced or compromised compared with the capital cities.

RAPAD has engaged the Digital Economy Group to complete a Mobile Phone and Device Blackspots Connectivity Assessment for RAPAD. This includes the preparation of individual reports for the 5 local governments of:

  • Blackall-Tambo Regional Council
  • Winton Shire Council
  • Boulia Shire Council
  • Barcaldine Regional Council
  • Longreach Regional Council

Implementation of Tourism Development Action Plan

This report published in 2014 is the final contribution from RAPAD to support the Outback Queensland Tourism Association’s Tourism Development Action Plan 2013-2014.

This work reflects a collaboration between OQTA, RAPAD and the State Government.

In late 2012, the Central West Outback Queensland Tourism Association was successful in receiving funding under the Queensland Government’s Building Rural Communities Fund through Blueprint for the Bush. Funds were used to conduct a planning workshop with 29 tourism stakeholders resulting in the development of the CWOQTA Tourism Development Action Plan. The plan supports the recently developed Tourism Opportunities Plan for Queensland’s Outback, Gulf and Western Downs (TOP) and Drive Tourism Strategy. The plan was released in November 2012.

RAPAD recognized the need to support the implementation of this plan and obtained funding to contract Anita Clark Tourism Services as Project Manager, responsible for the successful completion of the Key Actions for stage one.

In the completion of these actions, consultation and cooperation was sought from a range of industry contacts to include: local tourism operators, Indigenous representatives, Local and regional council tourism officers, CWOQTA, Tourism and Events Queensland, Tourism Australia, Department of National Parks, Recreation, Sport and Racing , tourism distribution partners and industry specialists.

Coal and Coal Seam Gas Impacts on RAPAD region

In December 2011 a focus group gathered in Longreach to discuss coal and coal seam gas impacts on the region.

This report is a summary of the views expressed.

The key messages from this report are;

  • There is a lack of impartial independent information available on coal seam gas (csg) mining.
  • People are distrustful of information from government and mining companies.
  • Information about the science of coal seam gas and other mining needs to be written so it can be understood by non scientists
  • More information is required and in a variety of formats to suit all learning styles. i.e. visual oral, hands on etc.
  • The way CSG companies work with landholders varies greatly. Some companies do it well. Some do it poorly.
  • Participants expressed more concerns (negatives) about the emerging mining industry than positives though when probed a significant number of positives were discussed.
  • Landholders said they do not have to sign confidentiality agreements and can negotiate with companies on some aspects of their agreement.

We commissioned this report in 2011 to help better understand community perceptions and attitudes around coal seam gas and mining activities in central west Queensland.

The research objectives were:

  • What are the current levels of community information about coal seam gas activities existing and planned for the area?
  • What are the main sources of community knowledge about coal seam gas activities?
  • What factors are defining/shaping current attitudes towards coal seam gas activities?
  • What are community expectations of coal seam gas and mining activities in general in the future?
