Read moreDiscussions leading to the concept of the Barcaldine Renewable Industrial Zone (BREZ) began in early 2017 when the seven Mayors of the Central West Remote Area Development & Planning Board (RAPAD) approached Sunshot Industries for advice on the potential for new industries to expand employment and incomes using the region’s renewable resources.
Company Chair, Professor Ross Garnaut, visited the region four times over the next three years and met with the regional mayors on two occasions in Brisbane.
In identifying several promising industrial projects, it was decided to initially focus on development of one industrial zone. Barcaldine had the best prospects because it was the centre of east-west and north-south road networks; was on the east-west railway; had a substantial and active airport; was the centre of the central west power network and hosted the Ergon network centre with gas pipeline connection; was on the main NBN link from Darwin to eastern Australia; and shared the region’s excellent solar energy resource and had opportunities for biomass and wind energy generation. Barcaldine has the best solar resource amongst all locations in eastern Australia with a substantial connection to the National Electricity Market’s main grid. It was decided that success in one location would show the way to others and be followed by efforts to develop industrial zones in
other shires.
Between 2011 and 2015, during widespread drought, the number of people living in the region aged 54 or younger declined by 12.5%. RAPAD and other concerned members of the community held meetings searching for a solution.

Similar to other infrastructure deficits in Western Queensland (such as roads, water and digital communications), the availability and diversity of quality housing stock is a key barrier to growing the economic and social potential of Western Queensland. In turn, this situation also constrains the growth potential of the State and Nation which relies on the productivity of regions such as Western Queensland to generate wealth for re-distribution.
In an effort to understand and quantify the apparent market failure in housing throughout Western Queensland, the Western Queensland Alliance of Councils (a collaborative partnership between the North West Queensland Regional Organisation of Councils (NWQROC), the Remote Area Planning and Development Board (RAPAD) and the South West Queensland Regional Organisation of Councils (SWQROC)) have invested in and worked jointly with the Regional Australia Institute (RAI) to produce this Report.
In doing so, we acknowledge that the housing challenges facing communities in Western Queensland are multifaceted and will require the collective efforts of all levels of government and the private sector if enduring and tangible solutions are to be achieved.
This Report represents the first step on behalf of the WQAC to understanding the issues, documenting them, and identifying potential solutions – for which we invite further analysis and suggestions on the way forward.

Read moreStafford Strategy (Stafford) was commissioned by the Central Western Queensland Remote Area Planning and Development Board (RAPAD) to complete an update to the tourism data model it created for the Central West Queensland (CWQ) region in 2020. The project was originally requested to support the diversification of CWQ’s economy through strengthening the tourism sector and building economic resilience in its communities.
The update has been requested in light of COVID-19 and the significant impacts it has had on the Australian tourism economy. This report will need to be updated in 12 months time to ensure data remains relevant to all LGAs (councils and industry operators) and for RAPAD.

1. RAPAD does not support the expansion of the Strategic Environmental Area (SEA) to cover the Georgina, Diamantina and Cooper catchments.

Read moreAs part of the 2020/21 Queensland State Budget, the Western Queensland Alliance of Councils respectively requests the State Government:
1. Reverse the long-term trend of declining funding allocations to the North West District, Central West District and South West District of the Department of Transport and Main Roads (TMR) under the Queensland Transport and Roads Investment Program (QTRIP).
2. We are asking for the TIDS allocations to the North West, Outback and South West RRTGs to immediately be increased by 25 percent (from existing 2019/20 allocations) until 2021/22 and then increased by 50 percent in 2022/23 and 2023/24
3. Immediately review the current TIDS Policy to re-adjust the current 50/50 matching component acknowledging the constrained budgets of Western Queensland Councils.

Read moreIn late February 2017 the RAPAD Board unanimously supported the recommendations of the independent technical committee, and approved funding to seven clusters across the Central and North West designated priority one areas. The seven successful clusters are Way out West, Barcoo South, Southern Dangaraga Road, Arrilalah, Stamford, Strathdarr and Wild Horse.
This funding will complement that received in Round 1. As per the original funding goals, this project’s long term goal is for the project to be the catalyst for achieving significant improvement in profitability of regional businesses (both rural and non-rural) through the demonstration of the economic, social and environmental benefit of cluster fencing.

This symposium was conducted for a range of reasons given the dynamic pace at which drones are entering the everyday workplace.
A key reason was to build capacity for our region and to provide information to the agriculture and local government sectors on integration of drones, through demonstrations and presentations from industry leaders.

Funding arrangements for mental health are complex and dispersed across Commonwealth and State governments agencies, as well and philanthropic contributions. Further to this complexity is the clinical governance requirements of multiple organisations, program guidelines and recruitment and retention challenges.

Read moreThe following key issues exist that potentially threaten the ongoing financial sustainability of North West, Central West and South West Queensland Councils:
• Limited own source revenue and a rate base spread across large geographic areas.
• Substantial declines in their populations over the past five years, meaning less residents now exist to share the rate and cost burden.
• Considerably higher capital and operating costs given distances to markets for labour, goods and services.
• Very high level of capital investment required per head of population that must be financed, renewed and maintained.
• Ageing infrastructure requiring large renewal investments in the short to medium term.
• Volatility of operating grants and some historic grant funding decisions that significantly impacted the ability to provide infrastructure and services to local communities. The limited rate base of most Councils means that own source revenue cannot replace any loss in external funding.
• Adverse weather conditions.

The majority of this project work focused on the Far West regions with some ongoing trade distribution work for Central West supporting the work initiated in the CWOQTA Tourism Development Action Plan. The primary goal for the project and subsequent actions is to ensure repeat visitation, attract new markets and extend length of stay through continual development and promotion of the drive and touring experience.

Read moreMobile phone and broadband services continue to be the major growth area of the Australian telecommunications market. Mobile use of the internet for business and personal use is a major influence in this growth.
At the time Australia’s population had reached 22.8 million (30 June 20111) there were 29.28 million mobile services (voice and data). Telstra reported recently that 4G data use for Australians was doubling every 4 months and the number of 4G customers had doubled in 6 months.
This is significant for all areas of Australia as the rapid growth is forecast to continue creating a digital divide for those areas where mobile connectivity is reduced or compromised compared with the capital cities.

Read moreIn late 2012, the Central West Outback Queensland Tourism Association was successful in receiving funding under the Queensland Government’s Building Rural Communities Fund through Blueprint for the Bush. Funds were used to conduct a planning workshop with 29 tourism stakeholders resulting in the development of the CWOQTA Tourism Development Action Plan. The plan supports the recently developed Tourism Opportunities Plan for Queensland’s Outback, Gulf and Western Downs (TOP) and Drive Tourism Strategy. The plan was released in November 2012.
RAPAD recognized the need to support the implementation of this plan and obtained funding to contract Anita Clark Tourism Services as Project Manager, responsible for the successful completion of the Key Actions for stage one.
In the completion of these actions, consultation and cooperation was sought from a range of industry contacts to include: local tourism operators, Indigenous representatives, Local and regional council tourism officers, CWOQTA, Tourism and Events Queensland, Tourism Australia, Department of National Parks, Recreation, Sport and Racing , tourism distribution partners and industry specialists.
